Post adoption: Does subsidy move with you if you move from US to Canada?

Does subsidy move with you if you move from US to Canada or is only if you move with you within the U.S. states? What if you're husband gets a contract to work in Canada or even in Europe for a couple years for example, what happens if the family needs to move overseas?
