In California....Delayed Registration of Birth OR Readoption....and HOW?

Hello, it's pretty clear how to do the Delayed Reg of Birth in CA, which gets you what looks like a CA birth cert. But the name cannot be changed at all. What are the exact steps to take to readopt instead of doing the Delayed Reg? My DD has been home many years but is about to get her driver's license and I don't want this hassle of not having the right paperwork. She really needs the CA birth cert. Thanks!
