International adoption

Hi Guys This is my first time so please be patient with me. I am having so much troubling finding the right answer and need some help if someone can help me direct where would I find the paperwork for international adult adoption within the Utah Courts. Their website is down and not working and I am currently based in Australia with my family. I am just wanting to have some help whether I can adopt this adult as I have known him all his life as a child and he is disabled and has no family. I would like to bring him back to Utah with me but just want to get an idea before I start the process. Thank you so much
