Where do we start???

Me and my husband are ready to adopt our first child. We know we would like to adopt from the foster care system. We live in Hawaii and seem to have been given all the information we don’t need. I had one agency suggest adopting from another state but she did not provide much information after that. So where should we start if we wanted to adopt from the foster care system either in Hawaii or another state. All help is much appreciated.
