Getting Started in Virginia

Hello, My wife and I are getting started in the adoption process. And I a bit overwhelmed. We are in Virginia so I would like to talk to someone who successfully adopted in Virginia. I don't know if we need an agency or what our first steps should be. I don't trust the agencies to give us unbiased information. So please if you have gone through this process in VIrginia, I would love to pick your brain. Thanks
