Private adoption in another state

hello, we have recently been matched with a bmom in another state. She is in NC and we were wondering about lawyers, she doesn't think she needs one in her state, so we have hired one here. I don't wanna go into details, but we were just wondering if it legal or should she get one in her state? Thanks Boxers
