I looked into Adoptions From the Heart, and although their fees are low for AA/BR adoptions ($7700), they are ASTRONOMICAL on CC adoption ($18000). My moral compass guides me away from agencies that profit on the color of a child's skin. Consider using an agency that is affiliated with your religion. Catholic Charities, Bethany, Jewish Family Services, etc... Also, see the thread under either African American Parents or Transracial Adoption (I can't remember which) there is a great list of agencies that FAIRLY place children of color with adoptive families with reasonable fees.

We adopted through Adoptins From the Heart in PA. They are wonderful people to deal with. We had a disappointment in Delaware last Feb. Got to agency and Bmom changed mom. our worker cleared her schedule the entire next day to sit and talk with us and get us through. I don't know the people in the VA office but if they are anything like the ones in Delaware and PA, they are wonderful. I highly reccomend them. Good luck.
