We adopted a biracial baby and it cost us $19K without legal fees. I won't reveal the agency, but you MUST get all the financials upfront BEFORE you are matched with a situation so you don't get surprised by expenses along the way. We learned the hard way, but wouldn't trade what we were blessed with. All I can say is, I agree that religious based agencies are a very good idea! Marks of Grace is a Christian based one in SC, and they are WONDERFUL and place AA and some biracial babies. It's a husband and wife team and Lisa is wonderful she works with birthmothers and her husband is an attorney/pastor and does the legal work. Most of their situations are under 10K. Another excellent one is Heaven Sent, Sheila is the contact. She places mainly AA and biracial situations. Both that I've mentioned can be found if you do a search. I'm sorry I don't have their web addresses handy.
Be very careful about working with private agencies and facilitators. Some will take you to the "cleaners". They just don't seem to have their minds on finding good homes, but rather making lots of money off people like us that were stupid to spend so much money. Again, we were blessed, however with a beautiful child and though we're broke, people shouldn't have to pay this much!!!:(

Amy Miller is awesome.She's very UPFRONT about ALL fees,and she's very HONEST. It's easier to reach her by email then calling.
