Babies can drown in just a couple of inches of water. With land-based homes, nearly every state and agency will require a family to have a fence around pools, drainage ditches, etc. On a boat, it will be much more difficult to keep child and water separate. If you just took a child out on a boat once in a while, you could put him/her in a life jacket, but you can't expect a child to wear a life jacket 24 hours a day.
