Adoptee's rights to privacy

Today she was involved in an incident at school which the police were involved.The officer forced her to tell him who her biological father was(which had nothing to do with the situation). It really upset her, this person abandoned her and was very abusive when he was in the picture. I am upset wih this officer.He told me that he was to have access to that information by law. I don't think it is any of his business,I mean this child has been leagally adopted and the bio father's rights were terminated. Is the officer correct?
