My mother was adopted in Kansas, and was born in the late 1940's. I want to obtain her adoption records, but do not know what my legal rights are. I have had no contact with her for over 10 years, and do not know if she is still alive. Her adoptive parents are both deceased. For medical history reasons, I wish to obtain her adoption records in hopes of finding out medical history info for her birth family (i.e. my biological grandparents, etc.). I have no other relatives that can supply this information to me.
What are my rights, and is it possible to find out this information without having to go through my mother (I have no way of finding her even if she is still living)?
Thank you for your help.

In Vermont, you would file a petition with the probate court outlining your medical/psychological need for the records.
Good luck.
