Regarding contact between adoptive families and birth families, there are no enforceable laws about this, and it is an issue of much controversy.
Usually, the adoptive family and birth family have a meeting and develop a contract about the types of contact that folks are willing to commit to. Of course, this happens before the adoption and emotions are high and people are anxious. What often happens is that people change their minds after the adoption/placement happens. Unfortunately, the contract is not usually enforceable by law.
