I posted this in a reply below, but thought it was important enough to bump it to the top.
Forgive me if this info has been posted already, I'm new to the list.
I contacted my state senator in June when I heard about this legislation. He wrote me back saying that the bill HB1423 is stuck in the Judiciary Committee and that it is not scheduled for review. Republican Senator Stewart Greenleaf is the majority chairman of the committee. Here's a link to the bill's history http://www.legis.state.pa.us/WU01/LI/BI/BH/2003/0/HB1423.HTM
Contact Senator Greenleaf at:
Harrisburg Office
Senate Box 203012
Harrisburg, PA 17120-3012
(717) 787-6599
800-848-5013
or fill in the form at

to ask him to move the bill to a vote!! And contact your senator to ask for their support. To find you senator go to

I will repost this to the top of the list also!

Here's the reply I received from Senator Greenleaf's office:
Mrs. Lenares: Senator Greenleaf asked me to respond to your e-mail. He
is chair of the Senate Judiciary Committee and I serve as his counsel.
It is very likely that the Senate Judiciary Committee will consider
House Bill 1423. The bill is consistent with legislation introduced
previously by Senator Greenleaf so I believe that he will be supportive.
Thank you for your comments and good luck with your adoption plans. -
