Oh! Isn't this surprising, my husband and I are in Florida looking to adopt in Louisiana. We're still starting the process, but I can pass on to you what I know.
There is a interstate compact, put into place by the federal government. This is to "ensure" adoptions across state lines. I have attached a link, which you may or may not find helpful.

Of course today was the day I left my packet from the DCF (department of Children and Families) at home. If I were you I would head to their web site and fill out the form so you can have a copy. This packet only took about 4 days to arrive (I'd allow a week, since your out of state, you know how snail mail is).
If I recall it has information in it about the aforementioned interstate agreement. It also contains information about the programs in place for special needs.
Were you wanting a newborn or a waiting child? If you were swaying towards an infant, I would run a search online for a Florida adoption agency, but if you area considering a waiting child I would be more than happy to share more of what I know.
