Here's a little list of ideas:
Read to your children every day even after they've learned to read.
Keep scissors, chalk, crayons, markers, pencils and paper on had so kids can write and draw whenever they want to.
Encourage story telling - when children draw or make something out of clay, ask them to tell you a story about it.
Spark the imagination by beginning a story and asking your children to continue it.
Start a family newsletter and let your child write part of it.
Write notes to your children and ask them to write back.
Ask your children to show you their homework and encourage their progress.
Ask your children to read to you.
Encourage brainstorming when your child is stumped about homework or a problem.
Teach kids that rewriting is OK ... it sharpens ideas and editing is a good habit.
