Waiting for a baby in Georgia

I am eagerly awaiting an African American baby girl to adopt. You here so many stories of how there aren't enough AA families yet we are here waiting. Could it be our cost limitations we have a budget of $5,000 (plus legals & travel). We are open to a an AA baby girl up to 6months old and baby doesn't have to be in Georgia.

I know when I adopted my daughter I paid over 13k and she is aa. I also know some people who have recently adopted who have paid what you are willing to pay. There is hope!! Are you with an agency?
