Does anyone know if the DNA is in charge of translating the dossier or if the agencies translates it before submitting it to the DNA?

My understanding is that the agencies translate the dossier and then it is submitted to the DNA for approval.

I was told that our agency hires someone to do the translation to make sure everything comes out exactly right.
I offered to fill out the Panama questionnaire (since D speaks Spanish) but my caseworker said no, because they wanted to make sure everything translated not just literally but with the right connotation...and in the right "feel" and 'style' Panama likes.
I was trying so hard to get out of paying translation fees!! haha
