Help! Where to begin ? Direct Placement ?

I have met a lady who is a grandmother and has custody of her grandson (1 mo) because her son and the mother do not want the baby. She is looking for a home for the baby. She tells me if I am selected that we need to "draw up the papers" thru a lawyer. What does that involve and how much can it cost? She also says that the State requires a home inspection. Again what does that involve and how much? She does not want to "give the baby to the State". I sure do appreciate any and all help. I just do know where to begin or who to call.
