My birth son was born in Washington, DC in april 1970. I wrote to Dept of Health & Vital Records Dept for copy of original birth certificate. Received research letter stating that no record was found for a birth certificate under my birth son's name. Does anyone know if it is a possiblity that the agency handling the adoption(Catholic charities) out of Arlington, Va had the birth certificate recorded in Virginia instead of the correct place of birth?
I am planning to write Dept of Social services in richmond to see if I can get any information.
If anyone can give me some ideas on how to find out about locating original birth certicate or if it is legal to change the place of birth to another state please let me know.

In Virginia, birth certs are sealed, I'm pretty sure, and you'd have to go to court to get an original copy unsealed.. they might be willing to give you the amended birth cert, though. And I'd definitely call Catholic Charities and ask them where they filed it. If they are in VA, it most likely got filed there.

My sister was born in DC, but we were both adopted out of Arlington Social Services. Her birth certificate is in VA. I've been told that it's filed either where the adoption took place, or where the adopted parents were at the time.
Did you request this by his birth name? If so, it probably wouldn't be listed as that anyway, it would most likely be listed under his adopted name. And, I'm not so sure you can get that info.
Isn't that sad? There are just too many secrets in VA, and that needs to change!!!
