Pros and cons of Bulgaria adoption?

I don't know much about adoption through Ukraine or Kazakhstan, but we adopted from Bulgaria this year. The ONLY issue with BG adoption, as I see it, is the implementation of the Hague Convention. BG created new rules about international adoption and they are now trying to implement them. Like any large organization, including our own country, changing rules, getting people to do things the new way, and putting new policies into effect takes time. That's the problem. Time. Until the wrinkles are ironed out, I would personally wait to begin another Bulgarian adoption. I heard through the grapevine that things should start moving again near the end of the year, if that helps at all.
