I had to look that term up to see what it meant..
I have no idea..I know that NJ has the safe hevn practice and I would not think that hospitals are in consort with adoption agencies (though you never know).

What happens to the baby?
The child will be examined and given medical treatment, if needed. Then the Division of Youth and Family Services will immediately take custody and place the child in a foster or pre-adoptive home.
Thank you Momofrose! I'm going to do a little more research on these little ones. Perhaps I can provide a home they so desperately need.
My guess is you contact DYFS...make sure your homestudy and fingerprints are up to date...

Border babies are children left at the hospital but are not legaly free for adoption. DYFS still has to do all the work to try and find a family member who may want to take the child in...it is different then the Safe Haven program because with Safe Haven, the parents legal rights are terminated at the time the child is surrendered and they are immediatly available for adoption.

Both Safe Haven and Boarder babies must go through DYFS...according to the various hospitals snd Police Stations I have spoken with..
So your best bet is to contact DYFS and get their paperwork to fill out..
