looking for someone..

Hi there.. i decided to find the children my partner had taken from him nineteen years ago.. tho i'm not really sure how to go about this.. I was told the kids were taken as wards of the state, and were adopted out from there.. I'm not really sure where to start looking as i dont have the funds for one of those professional tracer groups.. any hints would be really apreciated.. thankyou.
