Aboriginal Anglophone adoption in Quebec

We are in the very early stages of seeking information on adoption. I am an Aboriginal woman who wants to adopt an Aboriginal child (prefer 0-3 years old). I live on the Quebec side of the Quebec/Ontario (ottawa) border and am English speaking only. So far I've found it difficult to find info on adoption in Quebec. What is the Family and Children's Services equivalent in Quebec? Can I adopt from Ontario? I don't want to look at private adoption right now, having first hand experience as a foster child, I feel I can offer special insight. We house shopping right now, and I wonder if this adoption issue should influence if we buy in Ontario or Quebec. Any information would be appreciated. Thanks!
