Hi all!
One of the agencies in our province (BC) states that adoption from Bulgaria is only possible, if parents have no previous children (bio or adopted). This is very unfortunate.
Can anyone confirm this?

This USED to be the rule, under the new laws, it is no longer the case.
A couple places to see this officially:
The U.S. State Department's site:

Here they show no such requirement for Bulgaria.
Another, is the Ministry of Justice's site where they have the official rules outlined in several different languages.

Thank you so much for the information, this is wonderful news. I am interested in Eastern Europe, and Bulgaria seems to have the lowest travel requirements as far as I know.

Be sure that you research Bulgaria carefully before proceeding. We have been working to adopt our daughter for over 2 years now. The laws have changed and how they match children to adoptive parents is different than many countries. There are not many children actually in the registry, in Bulgaria, to be adopted under their new laws. There have only been approximately 29 visas to children to come to the states from Bulgaria in 2005. This shows that the process is slow and difficult compared to some of the other countries. We just wanted to give you a heads up before you proceed.
