The book How to Adopt Internationally says I should include a cover letter with my I600A, especially if I'm not enclosing all the necessary documents (I'm not--I'm sending it now so they can begin processing it).
Does anyone have any input on this? I just sealed the envelope. I can unseal, but I'm wondering how important this is?
Thanks!
I included a cover letter when I filed my I600A. ALthough I was sending all required docs including the home study. The cover letter just listed all of the documents that I included in the envelope.

I didn't include a cover letter, and filed before receiving a complete homestudy. The USCIS office sent a letter in response acknowledging receipt of my form and fee, and they provided a correspondence number that I was to use in the future. I just mailed them the completed homestudy (and included a cover letter referencing the correspondence number). I don't know if all offices operate in the same manner.
Good luck!
Thanks to all for the suggestions. I talked to my agency (of course! don't know why I didn't think of that in the first place!) and sent of our materials.
