Advise please

Hello, I am trying to find out how to go about petitioning to change the adoption laws in Maryland. I know that many states, the priority goes to keeping siblings together when going through social services but in Maryland, first consideration goes to relatives. The problem with this is that the relatives can "pick and chose" what children they want. This seems both cruel and senseless, especially if you have foster/adoptive parents that are willing to take all the siblings. Where would I start with this pursuit and does anyone know the road that needs travelled for this? thanks!
