Anyone Petition Kenton County Circuit Court?

I did and was rejected when the state search was unsuccessful. The judge was Linda Bramlage. I plan to write her a letter asking for her to reconsider.

I'm planning to. I have not yet submitted my petition though. (For my dad's adoption, looking for his birth parents). I was on the wrong track and thought the adoption was finalized where my dad was born, Oldham County, and I only recently found out it was handled by Kenton County.
