Do you know your birth parents' names? You might try calling the university alumni association and asking if they're members, then see if you could have the association forward letters to them.
On petitioning the court, my friend who was born in Huntington is having trouble finding any attorneys in the city who have done such. We've heard that some judges there won't open records at all.
