We are a Dutch couple that's only allowed to adopt an AA or biracial child of 2-5 years, because of our age (43 and 48). Exploring the internet I can't find any agencies that have these children available. I suspect Hetty is making reference to the Ministry approval process which dictates the age of child/ren that Dutch couples can adopt. Because adoption virtually does not occur in many western European countries, due to social programs that eliminate the need for placement, I understand that the wait for a child in The Netherlands can be 3-8 years. However, these couples can adopt elsewhere if approved by the Ministry. (all second hand information)
Hetty, I know of two US attorneys who work with Dutch, German, French and British couples looking to adopt. I have never worked with either of them and know nothing about their reputations; nonetheless, I will send you their names via private message. According to an Adoptive Families magazine article, they have placed dozens of AA/biracial newborns in Europe; the birthmothers often choose overseas couples before choosing American couples.

In the Netherlands there are very restricting orders about adoption. When you're under 42 you can adopt a child of 0-5. When you're over 42 you are only allowed to adopt a child minimum age of 2 yo but not older than 5. We only have 6 agencies. By the time I wrote this there was only one that was willing to work with couples with one parent over 46. You can go independent. There are many Dutch couples that have adopted from the US, but that were all babies. The restriction of the Dutch ministry of Justice is that the child has to be AA or biracial. The idea behind this is that most US parents want a caucasian child and in this way AA children get a chance of adoption. The adoption proces is as follows:- You have to follow 6 information session about adoption. There is a waiting list of 1,5-2 years.- Then you get a home study (4 sessions)- You choose an agency. Most of them also have a waiting list.- And there are waiting lists in the countries. Varying per country, with China having the shortest.So, all and all it can take 3-8 years before you meet your child. Since I wrote this, one agency has temporarily changes its rules. The are now willing to work with couples with one parent up to 50. We are probably working with them. By the way, Vietnam is still closed for the Netherlands. Hetty
