Can anyone tell me if you need to get a letter from your local Police Chief in order to adopt from the Ukraine?? We have a positive homestudy and most of the paperwork for China but need to get a letter from our local Police Chief. Unfortunately they are not cooperating and I won't even begin to try and explain it. We want to adopt but are not realizing we would love a child from ANY country! Any information regarding what is needed in a dossier would be helpful too! Thanks

Thank goodness the local Police Chief is not cooperating since that is not what you need and would cause your dossier to be rejected.
You need a police clearance letter notarized from your state police. In Missouri, it is done through the State Highway Patrol, Criminal Records Office in Jefferson City. This needs to be on state letterhead, based on fingerprints, signed, and notarized. Make sure the notary is good for at least 18 months after the signature date (do this with all your documents).
Do you have someone helping you with your dossier? My understanding is that there are quite a few differences between a Chinese dossier and a Ukrainian dossier. I don't have personal experience with the Chinese dossier, but have friends who have adopted from both.
Make sure all of your documents are very recent when you send your dossier to Ukraine for translation since all expire 12 months after issue and any expired documents will result in a rejected dossier and cost you time.
In a Ukrainian dossier you need the following:
notarized approved homestudy
notarized copy of SW license
notarized copy of agency license
certified marriage certificate, if married
notarized letter from agency about SW
notarized medical form for both parents
notarized employment letter for both parents
notarized copy of passport picture page for both parents
notarized copy of INS I-171
notarized petition to adopt
notarized letter of obligation
notarized POA for your Ukrainian facilitator

We are from missouri and we had to have local authority clearance AND state (through the highway patrol) when we adopted in Ukraine and Belarus.
We were told by our agency if we live in a city or town go to the local police. We are taken care of by our county Sheriff Department. We went to them gave them our ss#, they ran a local check on both of us, typed info that we had no outstanding local warrants on department letterhead, dated it signed and we had it notarized.
It is my understanding that the reason for local and state, is that there can be a lag time before the local warrant or infraction would get to the state level.
