So it is at the 200% poverty level and what they are going to just cut the sub out totally? What are they doing to kids on the career rate? From what I read, no day care after age 5 (even though we were promised it until 18 on our first contract) .....Is respite gone? The way I read it at 200% for a family of 4 that would be about $38,000 and we would probably make that in a year that I work...
How did this kid not make title IV-E anyway? I know he doesn't qualify for SSI due to his adoption sub, but probably would if my income were low enough and he didn't have sub....and b-mom was on TANIF when kids were brought into care.....I don't think they were a voluntary intake either (the reason I was given that my girls aren't IV-) so I don't know folks.....

I not sure subsidy still disqualifies him from SSI like it use to. You might want to revisit that.
My kids were classified correctly and I'm not even close to 200% of the poverty level so I'm not directly effected for now. I do however, worry about what will happen to the kids still waiting for families and the families that can't financially manage their kids without their subsidy.
This is really bad for the kids and families.

There is a memo you can get to from the mfcaa site lucyjoy referenced. Go there and click on resources, then on Children's Division memorandums to the one on adoption subsidy. I read through the whole thing and it looked to me like daycare and medicaid won't be affected. Can anyone else make sense out of it?

no help and though I didn't make a big deal of it, since M isn't getting adoption subsidy any more he will not qualify for Medcaid in the state we live in......so that will be gone for us also (I am not sure if he will still hold his Missouri Medicaid card....but you can't use that in Va anyway)
So we go from getting career rate, respite , medical insurance, and day care to NOTHING.....at least they gave us six months notice...and I am not rich either (when I work I'll make about $39,000 per year for a family of four, and the average house around here is currently costing $300,000, up from about $150,000 2 years ago when I sold my house here to try and live in a rural are for M's re-parenting program)
It is going to cost me about $200 a month to put him on my medical insurance, he will not me eligible for medicaid waver services (not that we were getting them right now anyway) and most likely his OT and SPeech at school will be cut because they can't bill Medicaid for it any more (they will not say that, but it is awfully funny how only Medicaid kids seem to be getting those services at the schools)
Okay, I'll stop my worrying, I'm just saying I really didn't think this would happen and was worried about in 5 years when it was gone how we'd do it .....now I get to find out much earlier and for the wonderful teenaged years....

1. this year they are using 250% but the law reads 200%
2. kids will get in state Medicaid
3. all non title IV-E are up this summer, and they have strict guidelines for returning forms and are going by last years Tax return (so we'll have a year)
4. all extra sevices will be renegotiated...and only approved year by year (by-by respite....any one get any other services anyway????)
5. reads like they are coming after Title IV-E next year
6. states over and over parents who refuse to sign new agreement or turn in paper work will be denined adoption susbidy payments..."there is your catch 22, cause if you sign it they will not be in breach of contract"
7. day care gone for ages 6 and over as the end of this month
I finally got the guts up to call yesterday to our worker and found out our boys are Title IV but she warned us that only clears us to June, 2006. I would like to know how the state can take federal funding away????
I talked with our boys former foster mom -- she is royally screwed over now. She has 4 adopted kids - 3 with subsidy. One has downs syndrome - he is losing his medical, she has no idea how they are going to cover the specialists he needs to stay alive on their medical. Her youngest is a premi that needs therapy to stay on target and her middle son has severe behavioural issues that were JUST being addressed through therapy (he is 4). She cant work because she cant afford the daycare for her special needs kids - but she cant afford not to work because she will lose her subsidy.

many people did not think this would happen, even when you called your worker to inquire about title IV-E status they would tell you not to worry cuz they did not believe it would happen.
this is partly why it was able to pass. there were not enough people out protesting at rallys and writing to their elected officials, so blunt and his cronies were able to get this pasted "under the rug" so to speak.
now that it has happened with little or no fuss here, other state governments are looking to do the same. it is only a matter of time til they are cut completely. i just worry for all the kids coming in the system, it is so sad for them.
i just saw in another post about mo foster care classes and that stars classes are on hold til some time this summer due to budget cuts. now we don't have enough funds so to train new foster parents, where will all these kids go?
maybe the governor's mansion has room?
