La issues

We had a failed adoption last year. The attorney was from from La. We lost thousands, and we have no way of getting it back..the attorney promised $ bcak of course lied. Why would he say that and then not do it?? There are very loose laws in La. and I want to work on these being tightened in order to help first moms and adoptive moms............does anyone have any idea where to start??
