Looking for bio sibling...girl 1967-68...VA

My mom was born in Franklin County or Franklin, VA January 16, 1967 and adopted a year later in Florida I believe. We live in Virginia now and I would love to see if we can find anyone she is related to, she had no family but an estranged brother in South Carolina. She said her was name started with a D not sure if it was a first or last name. I know she had bleach blond hair as a baby. I do have a picture but I will need some time to figure out how to upload it.
