Is It Necessary For Everyone In The HOUSEHOLD To Be Fingerprinted...or just the adoptive parent/s....
Our son is 4 and we did not need his fingerprints. I don't think you need anything other than the parents, but if there are other adults in the house, you might want to call INS and check.

I think the way it works is that all adults in the house. That would include a child that is 18 and up and may be in college.
Every adult member of the household has to be fingerprinted for USCIS approval, including those that will turn 18yo before the I-171 expires. Also, the state rules are different by agency...my then 16yo daughter had to be state fingerprinted and have the child abuse/neglect clearance done. The SW said they were now requiring it on anyone 14yo and above in the household.

....was hoping that my mother who is of fragile health and 81 would be exempt from Fed fingerprinting...I wonder if they have a cut off date....will attempt to call and see if I succeed in getting to talk to someone in person......
