Help!!!

i am 15 years old and i live in virginia i have not talked to my father since around fathers day and he has not payed child support for as long as i can remember in fact he owes so much that his liscence was taken away and my mother had to sign a paper saying that he wasnt in jail i dont know where he is all i know is he lives somewhere in florida... anyway i am beginning to think about adoption i think i want my stepfather to adopt me he has been there for me alot more than my father knows me alot better than my father and i know he would never walk out on me the way my father did.... how do i go about talking to my mother about the adoption i know she would be all for it but this is a really big descision and i am not very good with talking about things like this... also i need to know the virginia laws on step parent adoptionsand the lwas as far as abandonment.... can anyone help???
