From the U.S. State Department: On September 21, 2005 the Government of Ukraine informed the U.S. Embassy in Kiev that the National Adoption Center (NAC) of Ukraine was suspending the acceptance of new adoption dossiers from U.S. citizens and citizens of several other countries. According to the NAC, the decision to stop accepting certain dossiers as of September 19 was based in large part on the past non-compliance of some families with post-adoption reports, which are required by Ukrainian law.
The Embassy has asked for further explanation from the Government of Ukraine regarding the premise behind this decision. The Embassy has also expressed concern about the abrupt nature of the decision and the fact that it was taken with no advance notice to, or consultation with, the countries affected.
According to the NAC, the new procedures do NOT affect dossiers that have already been accepted, unless the prospective adopting parents have failed to register and provide reports about a previously adopted Ukrainian child.

Hi Nancy,
I read your post about Ukraine's adoptions. Some agencies are still able to do them. It depends on which Ukrainian contact they use within country. The problem was that adoptive parents are required to send reports on their children and many parents were not fulfilling that requirement. Agencies with parent's that have a good history are still able to do the adoptions. I work for an agency that is able to do them. Parents who are interested in adopting from the Ukraine should call around to different agencies and ask them.

Hi Melissa,
Thanks for posting. My post was based on the notice posted on the U.S. State Dept. site which doesn't mention any exceptions on new dossiers, Perhaps there's some way you/your agency could contact the State Department about its notice...? It certainly needs to be clarified if new dossiers are being accepted in some cases.

It all has to do with the people 'in-country' that the agency uses. For lack of a better word, I'll call them in-country facilitators. Some of them must be better connected within the government than others. All I know is that our family's dossiers are being accepted and they are bringing their children home. I can't contact the state department because I am a social worker within the agency but we are a large agency licensed in 7 states and Ukraine is open to us because of the in-country contact we have.
