I have recently adopted from Russia, but have a friend who turned in her dossier to the Ukraine 3 months ago. She is very discouraged right now.
Initially, they were told to expect to hear travel dates by around this time. As of now, their agency tells them not this year, maybe early 2006.
I would love to share some encouraging news from anyone out there who can give me an update on how things are progressing with Ukraine adoptions.

This is old news to most people I suppose but, the lady who was helping us with our Ukraine adoption said they are not accepting any dossiers until after the first of the year. I've heard two reasons....#1 is that they're backed up and are giving themselves time to sort through the dossiers and adoptions they already have going and #2 is they're upset because Americans aren't following through with what they promised the Ukrainian government they would do which is have follow up appointments every so many months after the adoption so that they know what is happening with the child.
I've heard both these reasons recently. My DH and I decided to switch countries but, only because we've had a change of heart. If Ukraine is what you want, then I would encourage your friends to stick it out. Only a month and a half to go now! But, I'm sure it will be 2006 before any dossiers are accepted.
I know this probably doesn't make them feel any better but, the children will be well worth it!

Ukraine - Adoption Suspension on New Dossiers

On September 21, 2005 the Government of Ukraine informed the U.S. Embassy in Kiev that the National Adoption Center (NAC) of Ukraine was suspending the acceptance of new adoption dossiers from U.S. citizens and citizens of several other countries. According to the NAC, the decision to stop accepting certain dossiers as of September 19 was based in large part on the past non-compliance of some families with post-adoption reports, which are required by Ukrainian law.
The Embassy has asked for further explanation from the Government of Ukraine regarding the premise behind this decision. The Embassy has also expressed concern about the abrupt nature of the decision and the fact that it was taken with no advance notice to, or consultation with, the countries affected.
According to the NAC, the new procedures do NOT affect dossiers that have already been accepted, unless the prospective adopting parents have failed to register and provide reports about a previously adopted Ukrainian child.
The Embassy will continue to track this issue closely and is discussing next steps with the State Department. Updates will be posted on this webpage.
Our agency told us last week that we need to take proof of registering Ben, plus copies of all his post placement reports with us when we travel to Ukraine next month. It sounds like the NAC really want proof that we have complied with our obligations before we are allowed to proceed with our second adoption. I am so glad that we kept up to date
