Born in CA adopted out of MS

I am helping my brother in law locate his birthfather. He was born Richard Lance Donaldson ( I got the last name from the CA birth index) April 25,1963. The birthmother was Jeanne Merle Mitchell. The CA birth index states that the birthfather's name was C. Donaldson. At the age of 4 yrs the adoption took place in Meridian Mississippi.
