Can singles adopt from Ukraine?

Ukraine has allowed both singles and married persons to adopt. Right now, however, Ukraine is not accepting dossiers from people wanting healthy infants and toddlers. It is accepting only dossiers where the family is requesting a bio sibling of an already adopted child, an older child, or a child with a serious health problem.
