We have come to know a 13 year old orphan Girl on the net through e-mail, instant messaging and photos that we wish to adopt and need some advice. There are contacts we have come to know that will meet us in Kiev and also have an Interpreter with them. Will we still need an agency? What obstacles will we have by doing everything ourselves? Do we still have to go through the usual Ukrainian adoption system in Kiev? Seems we are going about this a little different then most. We have been introduced to the Girl through volunteers that operate this site: http://www.deti.zp.ua/eng/index.php We are just in the first stages in this and do not really know what to do except research on the net. If you can help us we would really appreciate it. Wes

OK, I don't know a lot about this, but I can tell you a few things to start with as I understand them. First of all, any child you adopt from Ukraine has to be eligible for International Adoption, which means either the parents have signed relinquishment forms in front of a notary or the courts have removed parental rights. Then the child has to be registered on the databank for at least a year. This child will not be held for you, you would have to make sure that your NAC appointment occurred on the day (or very soon after) the child came off the databank. Yes, you still have to go through the same channels and go to the NAC to get a referral for her. You do not need an agency, many people do independent adoptions in Ukraine. Also, be very careful with this way of adopting, there are very strict rules in Ukraine regarding adoption. As far as I know, the only way you can legally meet a child before getting a referral from the NAC is through hosting programs, I may be wrong on this, but you should check. There are other people that check this forum that will know more about your type of situation than I do, but these are things to think about and check on before you go further with this adoption Jane

It will help to have a facilitator (sp?), that knows the laws of adoption etc. There have been some cases where a child has been requested and granted, if like the above person stated, all paper work is done.We really liked His Kids Too! You might check them out, they are not an agency but will help you get what you need.dana
Everytime I see one of these postings I get really worried for the person.. Short answer, Yes, Independent Adoptions are possible, but you must have nerves of steele. You must do all the legwork including getting stuff translated yourself, with no one to help ensure the laws are respected... Also, some will totally turn you down because you have "pre-identified" a child. You have sort of gone about this backwards. I really hope it works out for you, but i'm very skeptical that it will, what with all the laws.
