The agency needs to explains the risks involved to potential adoptive parents upfront. I think the difficulty may lay in the termination of paternal rights, not in the placement of the two children together. As far as where to turn...there are some good non profit agencies than can help you. If you are not happy with the advice you are currently receiving from your agency, there are many birthmothers here that may be able to give you some sound advise as to where else to turn. You also need a very good attorney of your own, not affiliated with an agency. One that will work on your behalf. I hope this little bit helps.All the Best..
