We are coming down to the wire, and it looks like the longer you wait, the higher ticket prices go up. Me, my wife and my son are all going, but it looks like it is going to be $1500 each :( The main problem is that we don't know the exact date we need to leave. But anyway, I heard there is possibly some special rates that some places offer for tickets to people who are adopting internationally. Is that right? Any help would be greatly appreciated. We need to leave somewhere at the end of June.

I know that Northwestern has an adoption program. It's a pretty decent reduction in price and they allow changes in flights and even cancellations without penalty. If you go to their site, they have information there. I'm not sure if they fly to where you are going. I hope you can find an airlines that will help you.
If all else fails, I would call the different airlines and see what they say. Maybe they can waive the fees.

The Northwest Airlines adoption discount program is called "Special Delivery". You should be able to do a search on their website. As Sharon posted on another thread, it may not be a discount off the lowest available fare. They probably discount it off their highest ticket price, which is a bummer, but it still might earn you some flexibility in saving on last minute changes, etc. I think it also earns you an extra bag at no additional charge and no charge for overweight bags.
Keep in mind also that their discounts apply only to flights in/out of the US on NW and some partners, but does not apply to incountry flights.
