Looking for Head of Adoption Agency in California

Hi, I am looking for the Head of Adoption Agency in California, not sure but she worked in the west africa colony of Ceylon recently, or around that area. I am looking for anyone who may have heard of strange people adopting children in this area of Africa, and being accused of abuse of different forms and taking the kids out of the country back to the u.s.
