What is a staffing, specifically?

We requested a conference call w/a teen's case worker to ask more questions after meeting him at an adoption event. We were informed that our case worker, the child's case worker, an Adoption Prep Supervisor, and the child's CASA worker would all be on the 'staffing' call. (their terminology) We thought this was merely a fact finding call to see if we are truly interested. We thought the call would be between us and the child's case worker. Does this mean they are using this as an opportunity to make a decision on us, as well? Or am I looking too much into this?
