If you and the child meet Phillipine and American requirements, and conduct your adoption under Hague Convention rules, you and your husband may be able to adopt your half sister and bring her to the U.S. You will need to:
1. Be at least 27 years old and no more than 45 years older than the child. This applies to both spouses.
2. Be in good health and have no criminal record.
3. Demonstrate stability of your marriage and the financial stability to support a child.
4. Have an approved homestudy and I-800a.
5. Work with a Hague accredited U.S. adoption agency.
6. Be very sure that your child's adoption is legal under Philippine international adoption laws AND that the child meets U.S. immigration requirements. If the child does not meet U.S. immigration requirements for an adoption visa, or if the adoption paperwork is flawed, you will have to live overseas for two years before bringing the child to the U.S.
For more information, go to the website of the U.S. State Department, at adoption.state.gov. Find the dropdown box of country requirements, and click on Philippines.
Do NOT attempt to adopt under the Philippines domestic adoption laws. As domestic adoptions aren't Hague compliant, you will need to live overseas with the child before bringing him/her to the U.S.
