Hi everyone...does anyone have any info on countries that do not require both adoptive parents to be a US citizen? My husband has his green card, but it will be another year till he is a citizen, and we'd like to get started on an international adoption. Looking at Kazakhstan....but open to other countries if anyone has any suggestions. Thanks!!!!
From the U.S. point of view, you can get approval to bring an adopted child into the country if at least one parent is a U.S. citizen.
Most foreign governments don't have a problem with couples where one person is a U.S. citizen and one isn't. Kazakhstan, however, does want both parents to be U.S. citizens.
Talk to some agencies about their experiences with people in households like yours. I think you will find that you can adopt from quite a few countries.

I am a US Citizen, but my wife is from the Philippines. We are adopting from Russia and no problems so far.
I am a US citizen and my husband is a British national with his USA 'greencard'. We have found that most countries are open to parents having different nationalities. We have put in our application to adopt from Viet Nam. When I interviewed the agencies I made sure to inquire as to how much experience they had with people in our situation and made sure to pick one with plenty.
