If a country has NOT ratified the Hague, the U.S. can continue adoptions as always, under the current law. If a country HAS ratified the Hague, the U.S. can work with it, with both the U.S. and the foreign country following the rules set down by the Convention. Guatemala is currently considered a "non-compliant Hague country", since it has ratified but never implemented a Hague-compliant system. As a result, U.S. citizens will NOT be able to adopt there once the U.S. ratifies, unless Guatemala either withdraws from the Convention or implements it. Sharon
