Concurrent planning

We are a family in California and are almost at the point of finalizing the adoption of our foster son Don'Tay who was a concurrent planning placement with us three years ago. These three years have been, well, let's say "litigious". I am curious about other people's experiences with concurrent planning in California and other states and have started a blog: concurrentplanning.blogspot.com Our experience was not a good one, and I have heard from a few other families whose cases "flipped", but I would love to know that this works well in other cases.
