We are waiting for a referral since the beginning of the year, like so many others. I know the agencies can't really give us anything definite since they are not really sure themselves. But I have heard through the embassy and others, that repartitions probably won't begin until atleast August, if by then. Trust me, I hope this information is wrong and the floodgates open up, but with everyone else who is waiting on referrals, what is your agencies telling you? I am trying not to get discouraged, but with the particular officials in place now they don't seem happy about international adoption. I am just afraid nothing will happen in August either and then we will be frantically having to update our homestudy and documents. Anyone have any news to share?

The problem is that Romania wants to be part of the Eurodollar system and a Baroness in England who is on the commitee hates international adoption and does not want to allow Romania in as long as they export their children. The new laws were supposed to be signed early this month but were not approved. I have a copy, as an attachement, of the BBC interview with the barroness and a Romanian reporter. It is frustrating. My agency's Romanain director has said the foundations are ready to throw fits because they do not know what to do with the children. We started the process in Jan and at that time had high hopes that we could have a child by Sep. I am now thinking that it may not be before the end of the year. I try not to dwell but some days are harder than others. We are waiting for a boy 6-12 months at referral and are 3rd on the waiting list for that foundation. Our Agency works with 2 of the foundations. Hopefully things will start again soon.

I have received word from my agency today that the Romanian Adoption Committee met yesterday. The Prime minister Attended, asking the committee directors to explain why international adoptions should resume. He will then write a report on the urgency of reopening the adoptions.The letter gets presented to the EEC.They are still being told that adoptions should resume in June.... but we shall see

Hi Ann, We are using Tedibear adoptions out of Jacksonville, FL. We live in Jax and are able to visit the agency whenever and know they are legit. The couple who own it have adopted 10 children from different countries and we have met their family! This summer the agency is hosting a camp hope from Romania. They bring children here and find host families in hopes that the kids will be adopted. These are older children. Adoptions are still open for children who have met reparation (older children) the problem is that they are not allowing any new children reparation (in order to be referred) until things clear. They hope things will start to move again and they could at any time but it could also take awhile. No one knows definately. So it is hard to say if you should look into another country. A baby girl referral can be a wait even before the hold that is why we decided on a boy. It seems that the Russia program is quicker at this time but there are no guarentees that it will stay that way. Romania was running smoothly when we started. Go with your gut instinct and try not to second guess yourself. Best of luck!

I have heard through various agencies that they are hoping that repartitions will start happening again by August/Sept. There are no guarantees at this point though. According to some of the latest media news, the Baroness sent in a less than flattering report in concerning Romania and their lack of meeting requirements that the EU has set for them to be admitted. The orphans were just one of many requirements that Romania was expected to fix, and have yet to achieve. It is beginning to sound like the EU has put Romania on the bottom of their list for entry, since there are several countries trying to join at this time. I know the EU will be extremely good for Romania, but it is hard to tell if these expected requirements can be met overnight or even anytime soon. I just hope the children will be allowed to be adopted while they are setting up a foster care system. For all in the wait, I know it is so hard to know what to do. I am going to hang in there for a few more months atleast. Best wishes to all.

On June 22, 2001, the National Authority for Child Protection and Adoption & the Romanian Adoption Committee officially declared a moratorium on adoptions for one year. My husband and I brought back our second child from Romania on June 7, 2001. We were so very fortunate that we were able to get him out before the process came to a stop.
