don't know if you are still looking. this is a bit old. but i am in CT and am in the process of adopting my son through foster care. pm me with specific questions if you have any.
While I have heard of cases of scabies and head lice among children in private foster care, I imagine that the disease is more common in orphanages. The toughest part was when the mothers were boiling the children's clothing and bedsheets, but the agony itself was manageable.
